The law explicitly permits non-residents to buy at a licensed Cannabis Dispensary once one is open, subject to a $20 non-resident fee (residency = more than 45 days in the territory, proven with a VI-issued ID). Visiting medical patients also get a reciprocity route via a 'Nonresident Medical Cannabis Patient Card' recognized from other jurisdictions. However, because no dispensary is confirmed open yet (see purchase), this route is not yet usable in practice; a tourist also cannot legally carry cannabis onto/near a cruise ship dock.
No dispensary is open yet; the non-resident route only applies once licensed retail starts.
Transferring or displaying cannabis near the main cruise-ship docks is banned.
