A layover can feel like a pause between two destinations. In Singapore, though, your route through the airport matters: remaining in the transit area is different from clearing immigration, but it does not make cannabis products permissible. Here is how to think about Singapore cannabis transit rules and entry restrictions, based on official guidance checked October 25, 2026. The first question: will you clear immigration?

Singapore’s Immigration & Checkpoints Authority (ICA) defines transit travellers as people travelling onward through Singapore without clearing arrival immigration. If your itinerary requires you to collect checked baggage or tickets and check in again landside, you are not considered a transit traveller under that definition; you need to meet Singapore’s entry requirements. Ask your airline if you are unsure whether your connection stays airside. [\[1\]](https://www.ica.gov.sg/enter-transit-depart/transiting-singapore)

That distinction affects your immigration status, not whether cannabis is okay to bring. Singapore lists controlled drugs among prohibited imports. The Health Sciences Authority (HSA) says personal imports of medications containing prohibited substances, including cannabis and products containing cannabis extracts, are not permitted. It also states that prohibited medications are not allowed even when you remain in the transit zone. A prescription or a product label does not create a transit exception

HSA distinguishes prohibited substances from some controlled substances for which travellers may need prior approval. Its current guidance puts cannabis and cannabis extracts in the prohibited category for personal medication imports. That means a foreign prescription should not be treated as permission to carry medicinal cannabis through Singapore. If a prescribed product contains cannabis, check with HSA before travelling and consider a route that avoids carrying it through Singapore. [\[2\]](https://www.hsa.gov.sg/travelling-with-medication-and-medical-devices/personal-medications/)

The Central Narcotics Bureau (CNB) also says cannabis and its derivatives are controlled drugs, and warns that cannabis-derived products, including hemp and CBD products, may be prohibited even when labels suggest otherwise. A product’s local legality, “THC-free” wording, or availability at your departure point does not establish that it can pass through Singapore. Transit can still mean screening

An airside connection is not the same as entry through immigration, but passengers may still face security screening. And if a delay, missed connection, or ticketing arrangement means you must leave the transit area, your journey changes into one that requires entry clearance. Plan for the route actually booked, including baggage collection and re-checking, rather than relying on the word “transit” on a ticket. Separate rules apply to use and possession

Singapore’s Misuse of Drugs Act covers offences including importation, exportation, possession, and consumption of controlled drugs. CNB states that Singapore citizens and permanent residents can also commit an offence by consuming controlled drugs overseas. The legal dimensions differ: bringing a product across the border, possessing it, and consuming it are distinct issues; local permission to use cannabis at your origin or destination does not settle any of them in Singapore. The potential consequences are serious. Singapore authorities state that importing or exporting more than 500 grams of cannabis may carry the death penalty. That threshold concerns import or export offences; it is not a general “safe amount” for a traveller. A practical pre-flight check

Before departure, confirm whether you will clear Singapore immigration, whether baggage is tagged through, and whether any medicine or personal-care product contains cannabis-derived ingredients. If the answer is yes or unclear, do not assume an airside connection creates an exception: consult HSA or the relevant Singapore authority before travelling. For a cannabis-free itinerary, avoid carrying cannabis, CBD, hemp-derived products, or cannabis medication through Singapore.
