Legal adult-use retail exists only in the states and territories that have actually launched a recreational market, not nationwide. In those jurisdictions tourists can usually buy at a licensed dispensary from age 21 with a valid government-issued ID or passport. Cannabis remains federally controlled, so you may not transport product across state lines or international borders.
